Automated message about some kind of lottery jackpot

I just started my new company. I get calls from this number pretty much every single morning

This person has called me repeatedly in the evening. Its always just an empty line

Whenever I pick up the phone, all I hear is heavy breathing. It's so incredibly annoying!

This number calls me seven days a week, at least four times every day.

I get calls from these guys all the time. The most annoying part is they actually leave a message that just has a bunch of noise and uses up my voicemail minutes.
