Just keeps on phoning

Two calls in 2 days. The first one was at almost 9pm on Bank Holiday Monday (April 1st) and the 2nd one was just after 6pm yesterday (2nd). Foreign male, both times, who started off by saying "Hi". Now, would YOU start a conversation with someone you'd never met or talked to before by just saying Hi. ? I've no idea what he was trying to sell. I never gave him the chance to tell me. Where is the Telephone Preference Service when you need them?

Why is it always foreign people on the phone that you have to ask several times what are they saying. When you ask them how they got the number they say they're not allowed to say. Asking questions about your gas/electric supplier and not selling you anything. I asked him a question and he said his superviser would ring me back i am fed up with cold callers.
